UK “will cancel ID card contracts” if Tories get elected

The current UK Government seems determined to push on with ID cards. The Opposition, it seems has declared that it will kill the project, according to the FT report: Bid invitations for ID system imminent :

Both the Liberal Democrats and the Conservatives are opposed in principle, and in February, David Davis, the Conservative home affairs spokesman, wrote to likely suppliers and to Sir Gus O’Donnell, the Cabinet secretary, putting them formally on notice that the Conservatives would cancel ID card contracts if they won the next election.

what is the current situation re ID cards and conservative policy?
I would very much like them to be abandoned, and for this to be an election pledge.
If Labour have deliberately given the suppliers contracts with massive cancellation compensation, then I would like a law to be passed for this specific situation to cancel the compensation terms.
